On this occasion of the 1st
of May we send our warmest communist salutes to our whole class the
international proletariat, that today continues to advance in the
process of fully assuming its historical role as the leading class of
the world revolution, of the democratic revolutions to sweep away
imperialism and semifeudalism in the oppressed countries, of the
socialist revolutions and the cultural revolutions until our final goal
Communism, the society without classes and without any kind of
exploitation of man by man. This advance is being expressed today in a
clear and forceful way; in the heroic people’s wars and armed
struggles under the banner of Maoism in Peru, India, Phillippines,
Turkey and other places, in the formation of new Communist Parties and
revolutionary organizations that are for upholding, defending and
applying the ideology of our class, Marxism-Leninism-Maoism,
principally Maoism. It is also being expressed in the struggles for
daily demands, the great mobilizations and violent protests of the
workers and working people in the whole world – struggles that forge the
masses and makes them understand more and more the dying and parasitic
character of the imperialist system and the need to crush and sweep it
away completely.
Also, the oppressed peoples of the
Third World, in the semicolonies of Latin America, Asia, Africa and
Eastern Europe, subjected to and exploited by imperialism, persist in
combatting and resisting the imperialist bloodsuckers in heroic armed
struggles for national liberation. The genocidal imperialist
aggression, mainly of Yankee imperialism but in collusion and struggle
with Russian and Chinese imperialism and the European imperialist
powers (mainly Germany), generates more and more hatred against
imperialism and thus develops the conditions for world revolution;
emphasizing the urgent need for correct, proletarian leadership.
But the general counterrevolutionary
offensive, and revisionism and opportunism as part of it, has served
and continues to serve to hold back the advance of the class and the
peoples and to prolong the rule of the exploiters and their dying
system. Imperialism in its death throes has to 1) prevent that the
proletariat fully assumes its role as leading class and 2) undermine the
unity of the proletariat on world level and prevent that the
proletarian movement unites with the struggles for national liberation,
assuming leadership of them. For this purpose, in the midst of the
sharpening of all the contradictions and the struggles of the masses,
all the imperialist superpowers and powers in collusion and struggle
use revisionism and fascism to try to restore confidence in the system
and mobilize the different classes and sectors in favor of the
imperialist war of redivision and the exploitation of the Third World.
See the “socialist” Sanders in the United States, “Podemos” in Spain,
“Syriza” in Greece, the whole revisionist, opportunist and
social-chauvinist “left”; movements that mobilize the petty bourgeoisie
and the workers’ aristocracy with promises of “welfare” and even empty
chatter about “revolution” or “anti-capitalism” in order to promote
and support the imperialist war and assume the task of the violent
repression of the working class. With the same purpose the imperialist
bourgeoisie foments the fascist and racist groups and develops the
fascistization and militarization of their states; all, as Comrade
Stalin said, to strengthen the rear of imperialism for the sake of the
war of redivision and genocide.
The general counterrevolutionary
offensive, defined as such by Chairman Gonzalo, has had certain
achievements in depriving the proletariat of its scientific ideology,
of the lessons and experiences of its struggle. Imperialism’s
reactionary lackeys and revisionists now launch new reissues of the old
revisionist thesis of “ultra-imperialism”, claiming that there are
“positive aspects” of imperialism or spreading the propaganda about a
“multipolar world”. They are, like the great Lenin said, “conceptions of imperialism” that are “tantamount
to embellishing imperialism” and that “the whole purpose and
significance of this theoretical falsity is to obscure the most profound
contradictions of imperialism and thus justify the theory of "unity"
with the apologists of imperialism, the outright social chauvinists and
opportunists”.
In the oppressed countries imperialism
has not been able to crush the struggles of national liberation, but
applies different methods to prevent these struggles from serving the
world revolution and to put them in the service of imperialism. For
this purpose the imperialists – Russian and Chinese as well as Yankees
and European – encourage the feudal, religious, revisionist and other
forces to turn anti-imperialist struggles into pawns and set masses
against masses, as we see clearly in Syria and the whole Middle East. It
is the urgent task of the communists to struggle together with the
masses against imperialism in order to assume the leadership and unite
the peoples against their common enemy, imperialism, “specifying
the conditions of each revolution in order to determine the main enemy
and ward off the actions of the others” (Communist Party of Peru –
International Line). We have to link the struggles of the
proletariat in the imperialist countries and the whole world to the
struggles for national liberation. We have to unmask, denounce
and combat the “war against terrorism” - in reality a war against the
proletariat and the oppressed peoples under pretexts such as “combating
Islamism”.
To be able to assume its historical
role, the proletariat needs its Communist Parties, and they have to be
Parties of the new type, militarized Marxist-Leninist-Maoist Parties,
built or reconstituted to initiate and develop the people’s war in each
country and not lay down the weapons until Communism. The communists
have to carry out an unceasing and implacable struggle against
revisionism inside and outside our ranks to be able to unite around a
general political line – on national level and world level. It is
inevitable that revisionism and opportunism of all kinds, promoted by
imperialism in thousands of different forms, also be expressed within
each Party and in the International Communist Movement.
Today we see the unstoppable advance of
Maoism expressed in the formation of new Maoist organizations and in
the development of the people’s wars, but revisionism continues to act
inside our ranks: in the denial of the universal character of the
people’s war, in the politics of “accumulating forces” for a supposed
“insurrection” in the imperialist countries, in the conciliation with
the “peace accords” and the destructive influence of armed reformism –
of doing armed actions to “put pressure” on imperialism and look for a
position within the system, not to destroy the old states and build the
new power. After the liquidation of the RIM, the revisionism of Avakian
and Prachanda continues to have repercussions within the ICM: the
negation of the two line struggle, the revisionist thesis of “two unite
into one”, of unprincipled “unity”. This is what is really behind the
campaign of isolation and slander against the Communist Party of Peru
and Gonzalo thought, initiated by Avakian and his followers and today
continued by others. The Communist Party of Peru, its Central Committee
and its generated organization for the work abroad, the MPP, insist on
developing the debate sincerely and openly with all the organizations
of the ICM in order to initiate and develop the people’s war in each
country and not put down arms until the final victory.
We call all the proletarian and
revolutionary forces of the world to assume their role, mobilizing the
masses to combat the imperialist war of redivision and genocide, and as
an indispensable part of that crush and sweep away all revisionist
positions that, in short, serve to promote capitulation and
collaboration with imperialism and its redivision of the world. We
reaffirm ourselves in what our Party has established: “Thus,
the imperialist war arises; first, we are against it, second, we are
not afraid of it and we focus on the revolution; third, to focus on the
revolution is to wage people’s war led by the proletariat through its
Communist Parties; and fourth, this people’s war must be specified in
each type of country according to the type of revolution. Thus, the
world people’s war is on the agenda.”
